Sec. 1. Short title. This Act may be cited as the Facility Planning Area Rules Act.

Sec. 5. Definitions. For the purposes of this Act:
"Facility planning area" means an area as defined in paragraph 2.33 of the Illinois Water Quality Management Plan.
"Resource protection plan" is any plan adopted by a public agency that includes goals, policies, strategies, and procedures for preserving key farmland, natural areas, cultural resources, or aquatic resources.

Sec. 10. Rules. Within one year of the enactment of this Act, the Illinois Environmental Protection Agency shall propose rules related to facilities planning that take into account the findings and recommendations of (1) its Facility Planning Area Stakeholder Group and (2) studies of the facilities planning area program, including those findings and recommendations related to: nonpoint source pollution management, construction site runoff, urban runoff, consistency with antidegradation regulations, alternatives analysis, interagency coordination, alternative dispute resolution, and consistency with local, county, and regional land use plans and resource protection plans.
